Cost-recovery programs
Cost-recovery programs charge appropriate fees to students for the purpose of recovering all costs associated with offering the credit-earning programs. Fundable SCH is not generated. Local approval is required.

Market-rate tuition programs
Market-rate tuition programs generate residual revenue for reinvestment in addition to recovering all costs associated with offering the programs. Based on tuition rates of similar programs from five institutions, including both private and public, fees are established for an approved graduate-level degree program or credit-earning certificate program. Fundable SCH is not recovered. Board of Governors approval is required.
